I would like to propose a project to set up telescopes outside the ocean (assuming we don't already do this and have the technical capability to make telescopes).

He pondered the thought of observing the surface features of the three Major Moons. Perhaps their features could give clues as to the composition of the heavens. To do this, he had spent the past few years working on a device he called the Telescope--based on principles of optics laid out by Haleggo the Wise aeons ago, but largely forgotten my modern scholars. Erudite types were more typically interested in fluidics, but fluidics cannot discover, they can only assist.
He needed a set of custom-built lenses. Perhaps the engineer could craft them, but he needed glass. And glass could not be made in the shallows, because there was no heat to melt the glass with. He would have to keep searching the records for a glassmaker from the surface, perhaps someone who crafts those reading lenses commonly used to counteract the deformation of the eye's lenses when it is removed from water.
He heard rumors that the surface-dwellers had all manner of technology available, ranging from pottery to metalworking. But he could not imagine how an Agorian would deal with the cold while dry.
