Sure, let's go with that. :P I like the artwork, though.

Afellowdwarf's selection received the most support by a landslide. The Council presents a summary of its deliberations to the recruitment committee, who begins to appoint bureaucrats to do the appointing.

Needless to say, it takes some time for all of the inefficiencies to resolve themselves. But by the third Anth, the Council of Stars is born.

The newly-appointed heads of the agency sat in a cone-shaped room in the university, its boundaries cut away from the kelp and knitted back together at the top. It is lit by phosphorescent organisms lining the upper half of the room, and it is furnished with indents in the wall and angled beams running jutting through like perches in an Avian's cage. The center contains a tree-like growth to which hollow, spherical packets have been sewn onto, each containing food and snacks.

A sheet of coarse, aqua-tinted paper, dabbed with ink dots in the ancient but popular Icyogabian alphabet, is passed from leader to leader, until Achutei blows a few bubbles in disgust.


The inventor, having previously filed a proposal to install new public transportation throughout the Hive, screeches at the sight of the budget figures.
"400 Labor-units! This is insanity! Just what do they expect us to do that would cost this much!?"
"Mmm, sounds like they expect us to need a lot of manpower. I will see to that when I have time," the engineer Orthek responds.
"Think of the things we could be doing with these funds! We could install public transportation for our diseased and injured so they can integrate with our society. We could build hospitals, laboratories, even shipping..."
"Achutei, you must not be familiar with the way the Council works. They merely allocate funds. Hospitals will be built, but not this day." adds Hathlag.

Borli the marine biologist adds that there are many projects at the university in need of funding. For example, the experiment to verify the stasis of the heavens will need quite the scaffold...

In fact, a lot of research will need to be done before an Agoran can ever hope to visit Yog, Noth, or Faras, let alone strike the surface of the shining star itself. Presumably they will need hooks or ropes to attach themselves to the ethereal surface of the star, as all non-celestial objects fall toward the center of Hosteus Major according to modern theory.

Thulataru, the only person not yet to indulge in the snacks at the center vine, floats a few cubits above the floor and watches.

Now is the time to begin ideating on projects. A project is an organized effort to produce a result, such as an experiment meant to provide data, or a construction project to build a launch scaffold. Projects have a primary attribute, require a certain funding, and a certain progress, all of which are shown next to the project like so: [Project Name] - 20/40 funds, 100/200 Manufacturing progress

A project, once begun, will first require funds to be allocated. A project can only progress to the percentage of completion based on its percentage of funding. In other words, a project cannot progress past 50% if it does not yet have 50% of the required funds. Some projects have additional requirements, such as "Workers needed."

Each project belongs to one of the primary attributes of your council, and requires a leader whose skill in the project's primary attribute dictates how fast it will progress. The progress per turn is equal to the leader's skill.
Projects that build something require Manufacturing to complete.
Projects that involve experimentation or investigation require Science.
Projects that involve PR or making deals require Diplomacy.
Everything else requires Administration.

The university provides new unfunded projects every day, which can be a starting point if the council cannot come up with anything original. Players may propose project ideas, which will be evaluated the following turn.

Agoran currency represents working-class labor. Each Anth is the cost of employing a worker for one day. Part-time workers are paid in advance when hired to a project. Full-time workers always take precedence over part-time workers when it comes to labor.

Current Full-Time Workers: 0
Hiring a part-time worker for a single project only will cost extra funds to train the workers. By hiring full-time workers and paying them constantly, we avoid the problem of training costs and delays.

Pierce the Heavens Part A - Truly the most important of tests, those fools are clearly wrong on the effects of gravity dropping off! Our planet is the center of everything so surely everything must fall towards it.  +5 Anth, it shall be lead by Orthek. Enough full-time workers will be hired to carry out this job.

Flammable Air Part A - This could be the key to advancing the field of alchemy greatly, to bottle this 'flammable air' would give our alchemists the ability to bring with them an easy source of fire and recreate more for widespread use! +30 Anth, it shall be lead by Borli

Explosive Recompression Part A - This man's designs belong to the entire race of Agoran not just himself, we must endeavor to make it available to the people. +10 Anth, lead by Hathlag

The Crucible, Part A - A new, better method of producing iron could revolutionize the entirety of Agoranian production, and manufacturing not to mention have far-reaching results on our progress to reach the star above and the trio moons of our world. +20 Anth, led by Achutei.

To clarify, you do not "spend" science and manufacturing. The council's values affect what goes on for random events and rolls, while leaders create an "income" for whatever project they are assigned to.

So a 10 Adm leader will provide 10 points per turn for an Adm project.

I think this is fine. Why not do all four at once?

You can propose your own projects. The university missions refresh every few turns and are mostly there to reflect technological development of the era. They won't get you to space by themselves.

Funds will be covered in the mission system, which I will post now instead of next turn since you asked.



Missions are goals and milestones set for your organization by the public and by the Hive Council.

Missions reward you with either/both Funds and Prestige. Prestige will be used to purchase more leaders in the future, and is generally consumed for PR-related events. When you complete a mission, you will get a new one. You can also abandon missions to get one with a same reward but different objectives.

Your first three missions are as follows:
Baby Steps - Create your first manned flying machine (Reward: 100 Prestige, 400 Funds)
Aircraft have been designed by our citizens, but none have thus far been successful.
Navigating the Aether - Prove what lies above the skies (Reward: 1000 prestige, 1000 Funds)
Before we go to space, we should know what we are getting ourselves into. Literally. There are two competing schools of thought on the issue, primarily taking sides along the same lines as gravitational theory.
The Watcher - Predict the next transit of Yog (Reward: 20 Prestige, 100 Funds)
Astronomical phenomena have special significance to the Agorians, and formulating an accurate model for predicting the positions of astronomical bodies will help plan trips to them in the future.
