[you still only inhabit a quarter of the island and have only roughly half of it discovered, I wouldn't be scouting colonies just yet]

Military: Now that the outside world is secure, have them start exploring to scout for resources and potential colony sites. (Thread hijacked. This is now Sid Meier's Fantasy Civilization.)
Government: Ask if he could magical research instead. If he wants, he can indulge in magic defence classes occasionally. If he refuses the offer, just acquiesce to his request.
People: Yes! This is certainly in line with our morality!

Ask him to research barriers for stopping rain on people's clothes. It would help production a bunch.

How would that help production at all? We should instead get his advice on golemancy and necromancy, get some guilt-free slave labour going on.

I assume he knows how to waterproof things. A rotting zombie is crap compared to a preserved zombie.

Then they aren't Dead. And therefore they aren't Undead. And therefore it's not a necromancer, it's a Ressurrector and Psion.

Undead by definition are walking dead. Biologically dead. Bringing something back to life is resurrecting. The domain of life.
