How many of them have powers?

"All 50"

Your hermit may become part of the city, and if we find the others they are granted citizenship. I might as well give you a place at my temple, make it a pantheon. So your Mage has somewhere to worship.

Military: Send an escort to the Necromancer explaining that Grievas would like him to move in with our people. He is to be named a "special adviser" to our military priest. (The priest has the power to say no blatanlty though and to keep an eye on him always.)
Government: Create the Magistry school. A school specializiling in teaching our people more about magic and how to defend itself lightly with it. It is also to offer positions to the truly gifted for advanced training.
People: Create an idol of a huge clockwork. It is to bear the name (Whatever they decided) and it is to be honored by festivities every two years.

Adding on: Can you tell him that my people will send scouts? I'd rather not have them die to undead attacks or creatures.

The people have decided on their town name
Town Balaban
Military:The scouts are sent in and the undead give them a royal greeting, as they enter the cave they are treated with a feast from the hermit, his poor social skills are covered with his generosity. He enter society as a teacher and advisor for the military priest.
UNDEAD ADDED TO MILITARY
Goberment: the port has upgraded to supporting some small merchant ships which bring many fine goods to your people. A magics school is under construction. The necromancer asks if he may teach basic defence magics there?
Peeps: There is a new artist amongs your peoples ranks, he paints vivid portrays of nature in the shape of years with blue aura around them. The idol is under contsruction and the people ask if he may assist in it's construction.

Military: Now that the outside world is secure, have them start exploring to scout for resources and potential colony sites. (Thread hijacked. This is now Sid Meier's Fantasy Civilization.)
Government: Ask if he could magical research instead. If he wants, he can indulge in magic defence classes occasionally. If he refuses the offer, just acquiesce to his request.
People: Yes! This is certainly in line with our morality!
