Greenest is not large enough to support the lavish lifestyle of a Lord, without heavy taxation of the population. It's a rather prosperous town where taxes are relatively low, only enough to support the guard. The governor's office is one that is self-supported; the governor was a successful mercenary back in his day, and made his fortune on a couple of successful campaigns.

It's probably redundant with our lovely natural 20, but I may as well make the same INT rolls to see how much Mirella recognizes about Underbough, and a medical check on his condition as well.

Underbough is the halfling equivalent of the human "Smith", the dwarven "Stonewhatever", and the elven "Twinkle/Sparkle/Moonbeamwhatever". Mirella is pretty sure that he's just delusional, but there could be an "Underbough Park" somewhere in the realms, and it wouldn't exactly be a surprise. The likelihood that this man came from it is low.

Action: Btw, does the man have any valuables or anything useful on him?

In any case, let's truck him back to that spring cave, leave him some food and lay some bedding under him. And warn the probably-bandits to stay away from him upon pain of dispersal.

His Lordship's pockets are empty. He's probably been looted by the cultists, or perhaps his valuables fell out while he was upside down. The second option seems unlikely from a subsequent investigation.

His Lordship is gently deposited inside the spring, and the men and women lingering around the camp are warned, but they don't pay much attention; one is making a ramshackle sign advertising a "Free Couch".
