Greater Bourbon Spain, the Second Coming of Imperial Rome, STRONK Serbia, and naturally, Glorious Mother Russia, to which all shall belong.  I have no idea how Scandinavia will possibly fit enough provinces in. ^_^

Helsinki only has two province connections, though, and only one of the two can get it.  I wonder if it couldn't do with a crossing to Estonia, if someone really wanted to recreate Sweden's old empire.  Or pick up cheap vodka. ^_^

That is good idea. Estonia and South Finland now have a water crossing.
