Oh, yes, definitely.  I mean, the biggest hand I have in this is my alliance with the Hanse and the fresh research agreement with the USSR sent right before they launched their invasion, but it's really quite interesting. ^_^

If you're that worried about borders, giving them all of Sweden makes them a 3PM with a two-province border.  Still not much more viable, but still three times better than other-Scandinavia, at least.

Denied, you give them ALL their de-jure territory back, or you face the wrath of prussia and his allies.

Hey, don't forget France! Culise just needs to build harbors, get some fleets and then cross ~3 sea regions to strike USSR! Half a year delay tops!

Alas, they are too busy building up their defenses against Prussia, the Hanseatic League, and the USSR to provide aid in that effort at this time.
