It's a rebellion, they don't belong to any factions, don't produce armies, etc etc.

Ye, they do use whatever is left in province though, to boost the 'garrison'.

Better pray that a super strategically important province with airfield, AA Batteries and fortifications never falls victim to rebellion :P

I think it would be more interesting if rebellions acted as tiny NPC that try to take aggressive actions against their former owners.

Why did you remove the link between Italy and Albania? The Italian peninsula is incredibly isolated now.

Also Culise, you cannot build in provinces you capture by fighting cuz that is a conditional order (if X is conquered, built A there). You can only build in conquered province if you didn't have to fight for it.

Ah, OK.  I thought I'd seen it done in earlier games and assumed the rule would be that such orders are entirely disregarded as invalid if the player doesn't own the province at the time orders are run (same as if, say, I'd moved from Berlin to Breslau to Munich. :P).  I'll correct that quick to...oh, let's say Brittany.  I don't want to put anything in Belgium just yet for obvious reasons.
