Can I get help with a (hopefully) simple problem?

Alright - I'm trying to mod the raws so that my starting dwarves have access to Jabberers, Rutherers and an Insectoid creature (based off of the Ravager monster from Warcraft) that I'm current working on (and failing miserably at creating). I know if I put the [COMMON DOMESTIC] tag on, they'll be accessible - But I really, REALLY don't want humans having access to underground monsters. Is there a way that I can make it so that Dwarves have access to the Monsters of the underground by default? If anyone can help me out, I'd appreciate it a lot.

Give them [PET] and make their underground depth one cavern shallower.

As they are cavern creatures, they should be domesticated by dwarves and goblins, but not humans.
