100% idle is the ideal. The first legendary conversationalist will be proclaimed champion. (It is also good for fps.)

I keep medical staff idle at all times, since I have a fairly Spartan take on defence. Also I tend to have about 5% idle excluding the doctors since my industry is based on wood burning and even with maximum imports there is only so much wood to burn. (Although that will soo be fixed when the magma forges finally get running.

Right now my industry is primarily based on the production of dyed clothing, food, and bone/horn/ivory crafts decorated with gems, metals, and other bones/horns/ivory, so a good deal of my workers are either farming, milling, dyeing, weaving, cooking, brewing, gem cutting and setting, and hauling. Lots and lots of hauling things back and forth from the workshops and stockpiles. I typically have roughly 34 idle dwarves out of my ~125 anyway, which I then use for mega projects like my walls.
