Does it work for everything?  I thought the running low thing was only for certain things like consumables like food,  drink,  and wood.

Can you even get more than 4 steel bars from the caravan?
In my experience, requesting at max level gives 4 items in the case of raw materials. So you'll get 4 of each available wood as well (since the new trees I can get way more wood from the caravan).

I waited for the next caravan and confirmed. They can bring more than 4.
I think maybe that's because dwarven caravans may bring steel bars even if you don't request.

This time I got 5 steel bars and 11 anvils. I don't know if that was because the caravan was attacked by buzzards last year.

I noticed their anvils are becoming more and more expensive.
Last year I didn't request anything. When the caravan arrived, I found each anvil was worth 614$.

Did they want anvils? The things he homeland wants to buy are more expensive as well, as they don't really have enough to sell them.
