For reference, I'm going to use the 3.5 Handle Animal skill framework for animal interactions. For instance, Rex was trained by the cultists for combat, and so knows the Attack, Down and Stay tricks.
To get an animal to do something for you, you must use 30 feet of move to command the animal, and make a Handle Animal check, DC 10 (+2 if they're wounded). If you treat the animal well, feeding, petting, etc, then you get Advantage on the check.
If two people are giving conflicting orders to an animal, then they roll opposed checks.

Say, we could train them as mounts...Or just, you know, have four drakes.
