Oh, and my IRL group tells me that 95% of the NPCs I make are dicks.
So, the idea behind the dick smith is two-fold. Firstly, he realized that ya'll are loaded, so he could get away with larger costs. Secondly, he literally is the only smith within 50 miles, making him the only local supplier of weapons, so prices are, again, higher.
I hope that explains why he's a dick.

Arwen was gonna have some dialouge with Johanna first but this works.

Yes, yes it does, but he's not actually the only smith for 50 miles right now.  Merh.

We can do that anytime. Temporal limits do not apply!

Adrik idly wanders the town.

Random Encounter roll d100=82

A comely Succubus swoops down on you from a rooftop! She asks you what your preferences are, and how long this might take. Also money up front.

Dare you enter Dwarmin's magical realm?

I can't wait for Arwen to just cast Magic Missile in one try and leave Johanna speechless. It will be HILARIOUS.

Well, you kind of can't do that...

I would prefer at least a lengthy training montage before you invalidate my entire backstory and break all the lore in the entire game. :P

Fiiiiiiine. He'll somehow stumble upon the right method of casting spells during combat. Seems more appropriate for Arwen anyway, doesn't it?

Johanna's magical tutorial is all the justification you need!

Anyway, I would work it into the campaign with something like that. For example, what if coming into close contact with that weird void orb during your wrestling match the with the Lizard guy somehow charged Arwen with latent arcane magic? The GM should really get in on this too-if he's going to be dropping runestones for my PRC, he can probably figure out a way you can take eldritch knight without it being to jarring.

That's probably a good idea. Maybe he hijacked some of Tiamat's powers? It'd certainly piss her off~
