The Island of Plokhoy Ostrov: Small, remote, mostly undeveloped, communist, and with supplies of gold that (combined with the relative lack of a military) make it a temping target for the world at large. This was a situation clearly not acceptable to any of The Council, and one they took steps to fix. Offering free transport to any ex-military personnel, particularly any who say combat service, was one of the actions they took. Another was the implementation of the Militia, consisting of nearly citizen over the age of sixteen and under twenty-five. A third action they took was the creation of The Department of Ordinances, created to supply, and develop for, the military with arms and ammunition, along with almost anything else required by the military. It started small, a board of eight and a staff of thirty, made up of experts (Or any native citizen who signed on for it) from around the world, they where given little to start with, A office building, a warehouse, and access to whatever materials the island had access to. Comrades, as you may be aware our fair land is in danger. Due to the nearly worldwide depression sweeping the globe, many nations are under financial duress, and are seeking ways out of their problems. Our fair land has avoided this depression due to the fact that we have no money that has a value that can be depressed, and the discovery of gold, which has kept our government out of debt when trading with the world. However, it appears that other nations want this gold for themselves, and as such we must be ready.
Your departments job is to ensure our military is equipped to deal with whatever threats are out there. Purchase, develop or manufacture whatever the military requires, and do not place our nation in danger in the process. We only have limited funds for which you can utilize to purchase either finished goods or raw materials to make our own, so be careful.
We wish you luck, and trust in your decisions.

Dog dang people,
eleven posts while I was putting this together? Shocking.
Also, your job descriptions do not include recruiting people, and the nation was not part of the USSR. They split off of Imperial Russia at the same time and let in people the USSR probally wanted to kill though.
ANd another two posts. ALso, the USA had oil, and to spare, at the time period.
