On a rainy day, I would totally wear a cloak. It's the best garment for staying dry I know of.

Back in High School, one of my best friends had a big, black cloak like those.

He looked like a damn Jedi walking on the sidewalk :P And he didn't care if people gave him strange looks for it, either.

I wholeheartedly approve of them, and wish I had one.

It'd depend on the appearance and how well it was tailored to suit me. I went to a pretty large Pagan Federation moot once, and I can definitively say that robes do not flatter most people. It's like a lot of non-standard clothing picks: if it's high-quality, tasteful, and made to fit, you can probably pull it off. Otherwise it'll be awkward both to wear and to be seen wearing. Very much like dusters, trenchcoats, and fedoras both in that respect and in that many of the people most likely to wear them are probably the last people who should be trying. :|

I have a old heavy hooded longcoat that I got in Sweden of very high British tailored quality, fit for my uncle, in very traditional Nordic style. I guess it was quirky and makes a statement, but I found that it was pretty bulky and awkward and no more insulating than modern insulating upper and lower wear of synthetic fibers.

I used to have a longcoat like the one in the center of this image:

I stopped wearing it though, it just never seemed appropriate for any situation I found myself in, and it was supplanted by a garment similar to this but in a darker shade:

I feel like if I started wearing it again it'd look good, but I rarely have occasion to dress much nicer than a button up shirt and khakis.

No.

Cloaks are a thing of the past, now. Trenchcoats too now, for a lot of things. Maybe if you were large and muscular, but a scrawny dude in a longcoat looks the opposite of impressive.
