   I am looking into Entity modding and I want to know what the minimum is to make it "work". In this case work just means the game doesn't crash and places the civ, I don't care if they do anything at all. Basically I want a good start point I can build upon.

   [INDIV_CONTROLLABLE]

   [TRANSLATION:DWARF]

This alone is enough to make it "work", it will make the creature appear as possible "outsider". If you remove INDIV_CONTROLLABLE and ADVENTURE_TIER it will still work, but you won't be able to see it in the game anywhere.

Just copy the dwarf entity into a new file and edit it until you get what you want.

Search for the animal people civs, it is the simplest afaik.
