The next room has several bottles in it, the window was all broken.
There are also a few used needles laying around and some strange goop in the bath tub. The rest of the room is fairly similar.
You can hear foot steps from outside, not on the half any ledge area but from below.

As you clamber out he window you can hear more rummaging.
You look out from the railing and see nothing though whatever it is could be in the open reception/sitting area

You walk back down to the base of the stairs and look in to the vending machine area, you see the skinny man from earlier shaking one of the machines.

Ask the man him if needs some help getting food from the vending machine.

He tilts his head still slowly shaking the machine and speaks up,"They ask to help agains? This not normal.. Can't be tricks!"

He must think Noah is a zombified ghost monster.
Explain to him that we are not they and that we are not tricking him. Take the dried food out of our backpack and offer it to him.
