After a moment, thanks to the recon training she was provided with, her eyes are sharp enough to catch some movement on Emil's part... further observation reveals that he is in fact taking peeks at her chest. Amalia's eyebrows shoot upwards, before settling back down as Amalia gives the Ministorum Priest a particularly nasty glare.

A) That's probably a Scrutiny skill test, not Awareness; B) Given Emil is (trying to...) be discrete, it would probably be an opposed test against either his Deceive or his Stealth, depending on what you tested with; C) Generally you make skill tests when the GM calls for them, and at a difficulty the GM sets.
Probably doesn't really matter in this case, but, you know, if you're going to make unprompted rolls against other characters for RP stuff...
