Sequel to the award-winning Total War: WARHAMMER, Total War: WARHAMMER II introduces a breathtaking campaign of exploration, expansion and conquest across The New World. As one of four unique Races, players will seek to save or disrupt the Great Vortex and decide the fate of the world.
So it seems like the four factions will be Lizardmen, Dark Elves, High Elves and Skaven.
As for characters, Malakith for the Dark Elves. It might've been Teclis but High Elves look kind of the same to me. The Lizardmen seem to have Kroq'gar (the saurus on the big dinosaur) though as for the Slann, maybe Mazdamundi but I don't think he ever had a unique model.

There's more information on the Steam page for the game. Apparently the High Elves are led by Prince Tyrion, the Lizardmen by Lord Mazdamundi and Dark Elves by Malakith.The overall campaign is focused on either stabalizing or disrupting the vortex in Ulthuan. The vortex was created by Caledor Dragontamer and other elven mages to drain magic away from the Warhammer world to inhibit daemonic invasions.
It also mentions how people who own the new game as well as the Old World edition will, soon after launch, be able to combine the maps into one big one for the grand campaign.
No exact release date, just sometime this year.
Interestingly enough the Steam pages mentions, along with Naggaroth, Ulthuan and Lustria, the Southlands as a theatre of war. This would seem to point towards the Tomb Kings as well as possibly Lizardmen located back in the Old World (south of the Badlands).
