I believe what Andres means is that you just need to change the names of them, so say lizardpeople and catpeople (Or any alternate names for them) rather than argonians and khajit.

As for the tech level, care to elaborate a little more on it?

Well the basic is
The world started as modern day
Then genetic modification came in and changed what people were
[magic back story redacted]
Then world war broke out and elves and red guards became mass produced modified versions because they were really well used for war.
((I use the elder scroll names for ease of use and no that's not his problem, we had a rather long winded discussion of it on the old game))
Then nuke strikes were used because ground war wasn't working.
Everyone retreated into fallout bunkers for several hundred years.
The great river is one of many fall out bunker concentration zones because of it's abundance of large mountains.
The bunkers open up and nomadic tribes of survivors begin pouring out.
Social strain and racial problems strike up causing people to identify within one of three races [elves-humans-red guards] elves consisting of the three elven races, humans consisting of humans, argonians, and Khajiit and later in history the children of the wilds but they are a bit of human and elf, the red guard races consisted of red guards and dwarves and later in history the orcs.
The nomadic tribes began to converge as villages and then became their nations, this is where the game starts off
The tech is medevile except for the solar powered lights and radio comm systems that survived the release from the bunkers

Wait, why would the people in the vaults revert to tribal societies, and why wouldn't there be any equipment delivered to these bunkers that would aid in reconstruction?

You try to have stuff like that ready with less than a years warning of nuclear attacks
They are lucky they got the bunkers built and stocked/prepped for a couple hundred years of many many residents

Combat

units-
Spears- Bonus to combat against cavalry, minus to maneuverability
Swords- no bonuses or minuses
Axes- bonus to fighting infantry, minus to fighting cavalry
Bows- bonus to speed/ability to fight from a distance, minus to melee fighting
Cavalry[spear]- bonus to speed and fighting other cavalry
Cavalry[sword]- bonus to speed and fighting infantry
Cavalry[bow]- bonus to speed and ability to fight at range, minus to melee fighting
Cavalry[all]- minus to fighting against spears

not entirly sure how I want the battles to be set up yet though

Can my civilization be a largish tribe of desert argonians that banded together?
Also I'm assuming that the people probably think of Modern Technology and Electricity as magic of a sort.

yes as long as you choose a desert region

the lights are just an everyday thing, they are only like street lights and are all solar powered so they aren't all too special to everyone.

There was magic in game that had an explanation and all but was too minor in game to involve and some players had problems with magic being in game even though it wasn't even usefull enough to do anything (it was litteraly like fire magics that could warm your hands and thats it, or ice that could cool a drink and nothing more)

So how would you like trade to work?
Should it just be an automated thing each nation does so we don't have to deal with basic resource dealings?

I think that how trading resources is handled should depend on the civilization's government. For example a democracy would be rather hands off whereas a communist state would be very much player managed.

Also will religion still be a thing in this one? I thought that it was an interesting game mechanic.
