What do carnivals have to do with the cold war?
They were really popular. That and peirs. Like the kind that has rides and games and stuff.

I mean, I guess there are travelling carnivals/circuses? But I don't have any specific ones in mind. I know the Southern Water Tribe has one every year on the Winter Solstice, though.

IIRC in the avatar the surrender series someone(maybe the whole group) slinked around a carnival filled with performers and fireworks and spicy food

Judging by the armaments on the mecha tanks and that the S4 airplane bandits use, I'm guessing gas-powered harpoon guns would be more current. Also, both internal combustion engines and electric engines seem to be a thing by Korra's time (with the EE seeming to mainly use fairly good electric ones), so it would probably use either of those rather than steam. Unless it's purposefully anarchic, of course.
