Whelp, We know (us)Skyler & (Old?/Future?/Other?)Skyler Use English, So I'd Guess Most People in that universe use Whatever that Other Language is? I have no Clue how to read it but...

All jests aside, if it is just a straight substitution cipher knowing which symbols are vowels makes things a ton easier. We would need a clearer look at the paper since the old view cuts off some of the text at the bottom, and a longer sample would be more helpful, but it should be easy enough to brute force.

We have one other sample from earlier:





It looks like it might be a cursive alphabet, like Arabic, where the letters can be connected or have different shapes in the middle/start/end of words.

The dot seems to appear the most frequently, so if we're going with the substitution cipher idea that would likely be "e" based on the English letter frequencies. On the other hand, "+" appears rather infrequently, which would likely mean it's likely "u".

"Dot" "Plus" "O thing" "Pair of Arrows" "Lots of Lines"

So we just have to Figure out which is (A) (E) (I) (O) and (U).
