I think the Dwarven Childcare thread should give you ideas. The fact that you can't assign orders to kids and can't assign orders to your king should make them quite similar.

Not to put all to fine a point on it, within about 4-5 years he should be legendary in most non-weapon combat-related skills (shield use won't be trained, though), plus swimming.

Can't you? If you leave weapons and armor (possibly seized from goblins to have the right size), will he equip them?

I think the only way to have non-dwarves units equip weapons is for them to grab it off someone after disarming them or pulling it out of their own wound. Or, of course, DFhack.
