I've been wondering, when you tell a forge or manager to add boot/gauntlet will it make just one or a pair?

It only makes one, unfortunately. You'll have to equip two per member of your military to get them to wear a pair.

No, the "forge gauntlet/boot" job makes a pair, but a moody dwarf will only make one artifact.

Queue up a gauntlet order at a workshop, then wait for the craftsdwarf to finish the order. Press 't' to see the contents of the workshop, if there's only one then you'll know you can trust people on the internet to always be honest all the time.

It creates a pair.
When you want to assign boots/gauntlets, you need to assign "boots"/"gauntlets" so one in the military screen. Basically, Badger Storm is wrong on both things.
