Rubio's rise in the polls is why Cruz failed to overcome Trump. But again; convention. There are a lot of proportional take states since rules were re-written in 2012. And just because you'd laugh at Rubio/Cruz and vote for Hillbernie doesn't mean the rest of the country forsakes youth and optimism for screeching felons and avowed communists.

Actually it was largely an invention of the RAF. And it's something that we've since looked at and decided, "You know what? That's not really who we want to be."
As for the theocracy bit....hey, I'm not the one spouting off Bible verses every five seconds. And neither are most other candidates (other than Rubio, who's trying to outflank Cruz on the Bible-thumping).
