When it's changes I agree with, it's keeping the basic intent intact.  When it's changes I disagree with, it's throwing out everything.

I think Lincoln had a rather brilliant discussion of what the founders intent means:

The same sort of thinking should guide us today.  Just because somebody claims the constitution supports their cause does not in fact make that true.

Context would be nice for that one (ie. what is he responding to?).

What was the crowd booing at? The civil war in the GOP thing?

From what I found, Roosevelt was writing to the head of the Eugenics Office of the US Government. Apparently to say, "GET MORE EUGENIC" because the guy was like "Umm...yeah, I don't know if this is such a great idea".




EDIT: So is this Jim Gilmore? I honestly have no idea what he looks like.
