It's just a very inefficient subsidy.  You pay for part of people's houses so the prices of houses are higher.  If you were willing to pay $250k for a house but the government agrees to pay %10, you are willing to pay $275k for that house.  And it's a very expensive subsidy, it costs more then 400 billion a year.
