We have the best reputation with the elves, so yeah, I say we go to them.

In a hole in the ground there lived a dwarf. Not a nasty, dirty, wet hole, filled with the ends of worms and an oozy smell, nor yet a dry, bare, sandy hole with nothing in it to sit down on or to eat: it was a dwarf fortress, and that means magma.

I mounted Dog and traveled deep into the Alderheart Forest. I had no trouble getting into Oneiduin, the elf city. The queen greeted me herself, her unearthly beauty still visible despite her obvious anger.

"I heard that you had been assigned to be the new royal wizard," the queen said. "Freladen was an honorable man, and we shall miss him. We wish to continue working with Daria, but King Gareth has made this difficult. Over his reign, he changed our boundary lines many times."

She unrolled a large map with three sets of boundary lines transcribed across it. I could see the original set, the set that King Gareth had rewritten, and a third set that the elves wanted. I saw immediately that the third set of boundaries would greatly reduce the amount of forest that loggers, hunters, and trappers from Daria could use, and it would also require two small villages to relocate entirely. The elves wanted more trees at our expense.
(Geography +5)

I used the Dragonwish.
I refused her foolish demands.
I negotiated a fair boundary line that would please everyone. (Needs 50 Diplomacy and 50 Geography)
I enchanted the Elf Queen into dropping the issue. (Needs 65 Enchantment)
The Elf Queen was very reasonable after I explained the whole situation. (Needs 65 Elf Faction)

I agreed to her demands.

It was a beautiful treaty by the time I was done with it. The two villages wouldn't need to move, and I was able to give the elves a few parcels of land which none of the kingdom's citizens were even close to.
(Kingdom Faction +30, Elf Faction +30, Diplomacy +10, Geography +10)

1) I went to the Dwarf King.
2) I went to the Orc Chieftain.
3) I stopped working on foreign relations and turned my attention elsewhere.

My trip to the Grey Mountains was much nicer this time since it was mid-summer, and there was no risk of snow. Dog had no trouble with the foothills, and I soon found myself greeted by the dwarves and ushered below the mountains.

The Dwarf King had a scowl on his bearded face when I met him. He didn't get out of his throne, but instead sat before me with his thick arms folded in front of him.

"Your king has been very unfair to us," he stated gruffly, referring to King Gareth. "The tariffs he put on our goods are crippling our economy, and nobody can afford our weapons and armor."
(Geography +5)

I used the Dragonwish.
I decided to increase the tariffs.
I set the tariff to a fair level. (Needs 25 Economics)
I set the tariff to a level that would seem fair but benefit the kingdom. (Needs 30 Economics and 30 Smithing)
The Dwarf King was a reasonable ruler and came up with a great solution. (Needs 65 Dwarf Faction)

I agreed to fully remove the tariffs.

The idea of laying tariffs on imported goods had merit since it increased the amount of money coming into our treasury and allowed our kingdom blacksmiths to have an edge in the metal market. The dwarves were happy as well because it was so much better than before.
(Kingdom +10, Dwarf Faction +20, Economics +10, Diplomacy +10)

I went to the Orc Chieftain.
I stopped working on foreign relations and turned my attention elsewhere.

The journey into the wildlands went well, and I didn't encounter any danger. The Orc Chieftain was wary of me since he had been treated poorly by King Gareth. The dungeons were still overflowing with orc prisoners, all having been incarcerated without trial. Although many of them were guilty of their crimes, the Orc Chieftain wanted them all released.
(Geography +5)

I used the Dragonwish.
I released the Orc prisoners, regardless of guilt or innocence.
I used my Divination to quickly determine who was innocent. (Needs 70 Divination)
I secretly killed all of the prisoners and then rose them as my undead slaves. (Needs 75 Necromancy)
The Orc Chieftain was a great help. (Needs 65 Orc Faction)

I had the orc prisoners executed without trial.

I saved the courts many months of expense and frustration. All of the orcs who were innocent of their crimes were happy to be released within days. The Orc Chieftain was pleased with the speedy resolution.
(Orc Faction +40, Divination +10)

I stopped working on foreign relations and turned my attention elsewhere.

I could only hope that the other nations would leave Daria alone. We needed time to lick our wounds and gain strength. The kingdom was beginning to talk about the improvements across Daria.

Might look a bit suspicious to the other kingdoms if we were to go "hey, we're alright" and then suddenly build up our armies.

Well, as Carl von Clausewitz said, war is the continuation of diplomacy by other means...

Our people won't be hungry so we'll end up with more citizens to tax down the line. Remember we have a troll life time.
