Omashu is located well within EE borders, in the South part near the big desert. But being so out of the way, it would make sense for there to be an under-element there. And I doubt Kuvira would be able to set up secret police that work as well as the Dai-Li everywhere. Misty Palms Oasis might be another choice.

On review of the map, it seems that seedy tavern from Airbender would be located perfectly for both border and coastal smuggling, though I don't know if it would still be there/be the same after almost a century.

Spies/Criminals might also go looking for Mercs to do this stuff in nearby foreign ports of call.

Yeah, agreed. A juicy place like that tavern could last that long, given such circumstances, it could even grow into a little settlement of various system drop-outs.

Never gonna forget the smell of ye olde "Adventure Start" tavern.

The tavern's location is never shown on the map, but it must be relatively near that Abbey with the nuns who made the perfume, which is located right on the coast of an area that's now well within Republic territory. It's not that close to the border, but being close to the sea, it would make a good waypoint for coastal smuggling.
