Does the U.E.F have space radar? If we do and we can assume the Uarks have it as well, how have we not been spotted yet?

In space. Due to the astronomical distances, you want better passive sensors. You don't want better active sensors. It's quicker and easier to get data reading incoming light rather then shooting light, waiting for it to hit something, and then waiting for it to bounce back before reading it.

U.E.F. ships all come equipped with short range sensors, which is able to detect a bit further than most ships' weapon ranges. Long range sensors are too big and bulky to put on a ship, and therefore are only found encompassing planets and the very occasional specialized deep space sensor station. The reason why you haven't been detected is that the only way of seeing you, the sensor array on outreach, is functionally blind to your ship because you have a series of codes that allows you to avoid detection. However, U.E.F. protocol states that just about every non-classified ship has to verify with ground control before entering hyperspace. Because of this, your codes don't stop the sensor array from detecting an unauthorized hyperspace entry.

Short range sensors work off of heat signatures, and long range sensors are classified technology.

It would be better to have both, actually. This seems soft sci-fi anyway, so no point stressing the science side and derailing things.

How do the Uarks communicate with their high command?

Do they have FTL communications? If so, in what form? On ship, satellite or ground-based? I assume it's similar to the sensors?

Both U.E.F. and Uark ships have FTL communication. As long as both the sender and receiver have a FTL Comms System (small in size), they can receive messages.
It's unknown where the Uark command is located, and since their exact method of FTL communication (both sides follow a similar method, though) is unknown, the time that it takes for them to communicate is unknown.

For U.E.F., it would take about six hours to send a message to Earth from the current location. Based on response times of Uark forces, it's assumed that an hour is the extreme minimum amount of time for Uark communication to their command at any given location.

U.E.F. also has satellites that can send and receive messages in ten minutes, but this is only between the communications satellites, which are few in number. (Outreach doesn't have one)

NINJAEDIT: To sum it up, yes. To be safe, assume one hour before their command can be contacted. Communication on a smaller scale (solar system) is (near) instant, though.

Do the Uraks have any stated missions or known leadership for their huge space conquest? Does this planet have some kind of overlord/planet governor?

None that's known. The soldiers simply order the civilians around. If there is one, they're not anywhere obvious.
As for the mission, it's unknown to you, and all reports of attempted diplomatic meetings have been classified.
Can they hit ground targets from space?
They're pretty short ranged. The Telemachus is kind of like a (relatively) humongous fighter with three smaller fighters.

The officers and the marines will ambush the guard at night, knocking him out. An officer and a marine will take to him a cave outside town (not the one where we keep the Dart) after being searched for anything that could be used as a tracker or communicator. He will be interrogated on troop numbers, rotation schedules, and any other locations of interest such as warehouses or armouries. "Alternative" interrogation methods may be used. He will be killed and his body looted afterwards.

Back at the warehouse, the marines and the officers will find a transport and take as many useful materials as possible (engineers can give them a list). If there's some kind of computer in there, they could try using it or even hacking it to get a better idea of what's in the warehouse or perhaps even other warehouses. At the least, they should remove all evidence of what happened here. Finally, this warehouse was for some reason hidden. The troops should check the warehouse for anything special like weapons or something.
+1 to all except hacking.We DONT want to trigger an alarm.Also leave the tracker/communicator behind.That way they will detect the break-in later.

We should leave the hacking as the last thing to do but we should still do it. The warehouse will likely have cameras in it and unless we can hack them and delete the data we're bound to be found out pretty quickly.
