Accepted.
Offer Trade Pact to Arcadia
Unfortunately refused due to Treaty limits. First post modified in light of this.

The Empire of Steel denounces the warmongering Imperialism of the so called "Catan Republic", we offered them peacefull cooperation, and they repay us for that offer by amassing vast armies along our borders. The empire demands the immediate withdrawal of those forces, lest mesures be taken.

Offer a research treaty and a trade Treaty with the Empire of Mother
Offer an alliance with the Empire of Mother
Offer a research treaty with Western Minar

Accept Trade PactResearch Agreement from Empire of Steel.

Unfortunately, the request for trade with the Empire of Steel must be regretfully declined, as our merchants and theologians warn that any more traffic across our borders could disturb, rather than improve, the economic and administration efficiency of our great country.

The Mother's servants, -of whom there are many, but in this case we refer merely to the clergy and heads of the Mother's Empire- join the Empire of Steel in condemning the unprovoked threat from the Catan Republic.

Catan reconsiders its focus and exchanges the proposed Research Treaty with Minar for a Trade Pact.

Cancel offer to Western Minar for Research Treaty
Accept Trade Pact offer from Western Minar

Local Catan newspapers publish various offending political cartoons about the craven leader of the Empire of Steel and Archbishop Pogek, such as one where they are gorging upon the continent while sitting together on an anthropomorphized "Lady of Rad" that is making a plaintive gesture towards the other leaders.

Publicly the Republic of Catan rebukes the condemnation and declares that it is only protecting its borders against the encroaches of tyrannical governments that would make slaves of all people. It also, in the same condemnation, declares both the Empire of Steel and Holy Empire to be illegitimate and calls upon their people to rise up against the authoritarian regimes.

The Empire of the Mother is shocked and horrified by these accusations; Archbishop Pogek goes on record publicly denying any desire for continent domination, and asks her people whether they would feel comfortable without the protection of the Church?

As is only natural in such a cold war, counter-cartoons are published. One such cartoon details a overcompensatingly 'masculine' large man with the name 'Catan' along his arm pointing his finger at a representation of The Mother and saying 'And you'll get yours, too, uppity woman!', as he holds an oversized hammer in readiness to smash a window behind which a nervous and honorable nobleman with the words 'Steel' along his forehead watches nervously, pressed up against the wall.

The Church of the Mother beseeches the citizenry of Catan not to allow the few to dictate the cause of the many. And especially to the women; how many women serve on Catan's council? How many rights are given to the half of the population responsible for future generations? How many women are given the right to choose? The Mother does not allow men to oppress women, nor any one person another. Without the Mother's guidance, we are destined to fall into folly, as Catan clearly shows. Praise be the Mother.

The Council of the nation of the PRoWM deliberated long and hard in the years leading up to 1900, changing treaties with other nations often. Soon, however, the peoples will was felt, and those impacted where notified. The newspapers, always one of the first to know, proclaimed their support for these treaties in broadsides posted everywhere and in their papers.

Free trade, exchange of ideas and open military access opened with The Khan Republic
Free trade opened with The Republic of Catan
A research sharing program is opened with The Empire of Steel

Meanwhile, in the council chambers, a late night session of the council was deliberating military standing. Eventually, it was decided to split the nations armies between the capital and the southern-most research lab, where the nature of the research mandated the extra security.

Catan newspapers go full circle with the latest response from the Church and routinely mock it, using caricatured images of Pogek shouting at Consul Nucelli about gender equality as she merely look down upon the Archbishop as the fool (complete with jester's cap). Many newspapers happily report upon the questions asked by the Church, showing significant parity between the established genders, and chastising its erasure of the Consul and many female senators all who support her efforts to protect borders against a dictator. Many female citizens begin to sign up in the latest recruitment efforts out of national pride.

The Consul makes a direct response that acknowledges the importance of equal rights but emphasizes that society itself must serve the people first, not the interests of tyrants. As the Empire is, the only "gender" it serves is Pogek. She asks that the Archbishop step down from her position and transition towards either a Republic or Democracy.

"Lies and Slander! Are these Catan's only reasons?" The headlines cry. The accusations of the Holy Empire serving anyone but the Mother and the Mother's people only serve to infuriate the devout, who wholeheartedly support their benevolent government, and thousands cry 'down with Catan!'
