Oxytocin would probably be a healthier choice. Though it doesn't induce forgetfulness. I think it meets all the other criteria.

A religion with the moral authority over its congregation as fundamentalist Islam or feudal Catholicism coupled with the moral justification of Buddhism and the martialism and hierarchy of old Sikhism and Hinduism would be perfect to begin a holy war against alcohol.
