It appears that a 'declaration of war' or a 'bounty' would have consisted of having his Nexus people spam and derail the game. For individual bounties, he would focus on having that person leave the internet 'by any means necessary' in exchange for his Nexbux

Doesn't sound like something I'd want to take part in, and a very quick way to get banned too.

He pops up twice a year or so and spams shock images everywhere, or use to anyways, it's been quite a while since the last sighting. Apparently it's in protest of Toady's priorities in updating DF or something. If you see something really weird in the announcements bar up top that isn't posted by Toady, it's probably him using loopholes in the forum system to trick people.

I just realized what's going on with this dude.

2 rules seem redundant and are also self-referencing rules stating a non-statement law on both terms. A carbon-copy of each other. Also, they excel at the most worthless job you can have in a fortress.
