Plus he was actually trying to find a compromise so Humans could survive and the Nemesis wouldn't happen, as far as I can tell.

Yeah he was, IIRC. Tömas and the others just didn't give a shit and refused, so he killed them all. The compromise was that less than 1 million humans would get to survive, otherwise the species dies.
