He's really not.

Like, from what I can tell everyone basically got together into one big happy family after the show anyway so that would be pointless.

And besides, just hold huge tournaments that draw participants like shit attracts flies. People with lots of Spiral Energy should feel really amped up and ready to fight, so it both solves the problem and generates revenue for the government to operate.
