John Sackket though about the issues facing the town in the near future, and wrote a few more letters in hopes that they could be addressed.
Dear Lord Alexander Von Hoffenburg and Father Lothan Longroth. I am sure you are aware of the common knowledge of many issues facing our fair city. As the mayor I feel that I have a obligation to uphold in making sure that these issues are resolved as quickly and painlessly as possible, and as I am sure that you two in particular feel this same obligation I felt that us working together on these issues would be the quickest and most fruitful way of resolving them. To began with, I have some more information on the particulars of these matters, as I am sure you have your own sources of information. But what I have gathered is that
First: That Sadler the outlaw is not living alone out in the woods, but has taken to gathering together a band of men under him. This is particularly worrying to me, as it means a single man or group of men sent to arrest Sadler might find themselves hard pressed if these men decide to turn them them to protect Sadler, but if a large group of men were sent with intent to do battle with Sadler's men, I fear that there is the possibility for him to see them coming and escape in the chaos, off to raise men elsewhere. However, these men have, as of yet, broken know laws that I know of, they only gather to him for want of gold. I feel that this situation could be resolved most peacefully, if perhaps instead of coming to blows with these men we instead simply try to supply them with some other legitimate means of sustenance, for what man wishes to turn his back on society and live the life of the outlaw, no matter how much gold is in it for them? If we can turn them to our cause, and with their help Sadler himself should be no great feat to capture to bring to trial. I would humbly offer myself to be the one that negotiates with them in particular, as these men, primary wood cutters, are likely in a situation easiest for me to both understand, and find work for.
Secondly, and far more worrying: The sheep killings were not the actions of some starving bear or other beastie, but rather clearly of some particularly savage specimen of mankind! Some crude cult is operating here, and I have a ritualistic totem of some horrifying description to prove it, I have included the package that this is in in my letter to you, perhaps a scholar or priest can make something more of it then I can. I know not if these savages will respond to anything but the most brutish of force, and I am at a loss as to how I can help to resolve this other. The only opinion I can come across is that perhaps Father Longroth can hope to save the souls of these men before they are condemned.
Those immediate concerns aside, the two longer term concerns I have for the town are protection and growth. Not only do we need to protect ourselves from whatever these lands provide, but with this latest boatload of what can only be described as private armies, I fear that there is the possibility that soon we will have to protect ourselves from our fellow settlers. Additionally, I am concerned with the long term growth of the town, for both of these concerns I feel that perhaps the establishment of a Academy in town is a acquit first step. Churning out educated individuals to take up positions in the armies and to run the various businesses seems like it will give us a solid foundations to both keep what we have, and grow it further. To this end I intend to take out a load against the towns tax revenue and future revenue and establish such a place of learning forthwith, assuming no objections from ether of you of course.
((Essentially, I propose that in addition to some officers or nobles or such to arrest Sadler, we also try to bribe his men onto our side to solve it with as least bloodshed as possible and possibly have the most fruitful outcome. I also plan on using the taxes, if there are not objections, to raise a academy, first owned by me, but then turned over to the town as soon as possible to be used as a communal resource. I don't know how to handle the cult killing sheep, but I hope my information helps in some way.))
