I believe that they skimped on the clinical trials because the SCIENCE!! police were snooping around. And by all accounts, their observation of the field-trial was lacklustre at best...

While it's the successes that make the headlines, there can be no science without failures. (If you have something that looks like it, check for reality warpers.)
I like the way Professor Farnsworth put it: "Science cannot move forward without heaps!"

In that particular case heaps of monkeys, which I suppose is conveniently relevant here as well!

In aftermath, I vaguely realyl that there were stat requirements to training, is that still true? Sorry if you already said this, I am a terrible person...

There aren't any stat requirements for training, only research requirements and needing minor <training> before getting major <training>.
