How do I add bodyparts with the new interaction stuff?

You might have to be a bit more specific. Do you mean requiring that an interaction requires a specific body part? In that case you add [BP_REQUIRED: followed by either BY_CATEGORY:category, BY_TYPE:type, or BY_TOKEN:token.

Syndromes can't add body parts to a creature (yet). They can only transform creatures whole.

You cannot do anything with interactions that is not on the wiki.

At first, I thought it said "interaction cap, and I thought that'd be pretty cool. Say, you become a necromancer. Now, you can use the ability to raise undead ten times. Or something like that. Some limit on the interactions, or a severely long cooldown. Like, a dragon has to wait a week after using his breath five times in succession.

Sorry, I misread the information on gelding and thought you could make people grow wings. At least I know that it's possible to make it so you don't have to make a completely new body part just so you can have grasping hooves or something like that.
