Elves and goblins are cannibalistic and eat other sentients, so that's normal. Dwarves and humans don't, so if legends says they ate someone else they probably are werebeasts.

I'm not sure if it's possible, but the humans and dwarves could also be part of a goblin/elven civ. But i'm not sure if they get the same ethics as their conquerors.

Elves believe in eating what they kill. Even if they kill a dwarf or a elf.

Do note, it's only cannibalism if they eat their own species. It's simply not being wasteful if an elf consumes a fallen dwarf or human.

Actually cannibalism itself shouldn't be inherently negative, it's the killing another sentient part that is the problem. Efficient usage of corpses really shouldn't be an issue.

It's dead now, so it should have some purpose other than rot and generate miasma

In 40.xx your civs ethics no longer constrain you from eating sentient flesh if you wanted. So, you can play a crazy cannibal dwarf if you wanted to.
