Set up a small fee for using the quest boards - Guild Fees. All who wish to use the boards must now join a Guild, a small percentage of whose income is sent to me the mimics for running the boards.

((The irony of the mimics' situation amuses me.
Also, Proph, is this just a standalone thing,
or are we actually designing the world for your second first attempt at a non-RtD forum game?  :P))
