I'm gonna have to read over the news bits, to see what's what.  It might be tomorrow before I have something meaningful to say about them.

EDIT: It seems like the news is fairly straightforward... The stepping up of region locking is half reaction to ruble fluctuation, half preemptive move for the winter sale.

Supposedly, the change won't affect any old gifts, only new ones...  This will be a hassle for a few people here, but most of us should still be able to jump on winter sale deals to toss them onto the pile.
