Dwarves claims no gems exist, won't cut gems

I've got a strange mood dwarf in need of cut gems, so I'm trying to have my dwarves cut them. The problem is, they're refusing to do the job and claiming that no gems exist, despite there being a stockpile of rough gems, including the ones they're claiming don't exist, sitting right next to them.

is the stockpile linked to any particular workshop? Are they in a burrow?

No, no links, no manager, no burrows.

Addition: I shut off the jeweling jobs of the dwarf who was giving me trouble and tried turning them on a different dwarf who is doing nothing, but the new dwarf is instead ignoring the job entirely and leaving it idle.

Your save file (technically a folder) will be somewhere like ...

C:\Games\Dwarf Fortress\Dwarf Fortress 40_18\data\Save\region1

Compress the contents of 'region1' (or whichever region your save is) into a .zip or similar file.

One common reason to fail to access gems is that they are stored in a bin and some other dorf is inbound with another raw gem to put in the bin (or, if gems aren't separated into its own stockpile, any kind of stuff that's possible to store in a bin). If that is the case, I believe you can force it by forbidding the bin, unpause/pause, unforbid the bin, and then restart the cutting job. If the problem above was the cause, you'll get a message that someone else couldn't complete a hauling job.
If this is the problem, the bin will become available after a while if you just wait (but may of course be locked by another hauling job).
Note that I have no experience with versions prior to 0.40.x, though.

Oh, that was easy: you built the jeweller shops so that their impassable tiles block all access.

Most workshops have tiles that cannot be walked through, in the case of the jeweller's shop those are:

W - walk/passable
X - block

You built both shops adjacent in a 6x3 rectangle, so they blocked a straight line of six tiles, making them inaccessible from the rest of the fort (and trapping the builder in the shop with no access to job materials). Mining away a tile of wall to the south fixed it - opened access back up and a gem was soon cut.

No wonder that one dwarf refused to go anywhere else XD And here I thought my compact 6*9 working rooms (I usually build them 9*9) would be good.

What did you think of my fortress layout otherwise? I'm trying out new layouts to boost productivity.

Those compact rooms can work, but you do have to mind which shops to leave where because of that.
