You cannot build an HQ on 36 until you can move two armies to 36.

Speaking of lowest intelligence, that reminds me of the fact that it's probably your first time in prison. Don't worry, I can give you some tips, having spent some time in a few myself. The best way to make friends here is to drop the soap during shower time. Try it, I'm sure you'll love making friends like that!

When can I move them?
now. On your turn, I mean.

Albion and Scandinavia both did that, if you noticed.

You'd need to build a port in 30 or 31, construct a fleet, then use it to move 2 troops across the Eastern Med.

36 is an island.

Scientists are to start working on developing Diesel Fuel.

One army to Silesia, construct HQ there. Also academies are to be built in these two provinces that don't have them yet (#76 and #21).

A new training complex was erected to turn the Silesian peasants into proud Prussian soliders. Academies were also built to teach those bloody Poles how to read.

The Sultanate announced its plans to expand military training facilities in Middle Thrace as well as East Anatolia.  Rumors of sea route surveys for the construction of a port abound; is it true that the Ottomans will put a fleet in the Aegean?

Army Movement:

3x 35-34

Construction:

HQ in 39
HQ in 34
Academy in 32

Research:

Explosive Shells

war for the order in the north declared.
move 1 army 14->12
move 2 armies 14->9
create HQs in 16,18. Fortify 9.

Confirmed as correct orders.

In a surprise move, two Russians regiments occupy Norway and Lapland, digging themselves in on the new Lapland-Scandinavian border.

Ooops, there is an HQ in Norway, don't know why it disappeared from the map.
