Just to be clear, "repair whatever you destroy" is a conditional order. Hence not valid. However, you have enough PI to just do a double "build fortifications, build academy", so I'll act as if those were your orders.

The occupation of Austria went without an itch, however, the fight in Southern Germany, dwarfing even the worst atrocities of recent times, saw no less that 10 armies destroyed to the last man. At the end though, the Tricolore is still flying over the ruins of München.

Deciding that maybe a fleet would help breaking the frontline, you invest in harbors in the Netherlands and Denmark.
