Rule Creating Game

Current Rules:
1. You have to create a rule at every post.
2. You can't edit rules.
3. Your rule can't affect other rules.
4. You get +1 score when you post.
5. There is a counter. When an user posts, this user increases by one.
6. There is a leaderboard of score.
