Just set the vamp up in a burrow that doesn't include any beds. Then, whenever somebody pisses you off, add them to the same burrow; at some point they'll get sleepy, and since they can't take "jobs" outside of the burrow they'll just fall asleep there- because they can't take a sleep job in their bedroom when it's outside of the burrow- and if your vamp is hungry he'll pounce on them then. (This only works if you have plenty of beds for everyone without a room, to ensure that the vamp only snacks on those designated and not random dwarves that got tired while wandering through his domain.)

iirc the vamp will wander out of the burrow to eat if it isn't fed regularly.

They go "on break" when they get thirsty, so you can't just keep them constantly working to make them not eat dwarves if that's what you're suggesting
