To answer a bit more completely, Russia accepted it then edited back into not accepted.
Giving leeway for a1s. If he's not there by next turn--then political consideration is all mine. :O

It's really not a big deal, but does the visual placement of the fleet off Thrace matter?  It's supposed to be docked in the Black Sea.  Certainly something that can wait for the next real update if it needs fixing.

No, a fleet in 35 can move to either the Black sea or the Aegean. The only province for which the placement matter is St-Petersburg.

That is now my ultimate goal for this game: Put a Scandinavian fleet in the Caspian Sea. If I accomplish that, I've basically won.

I know many of the province names, but I use numbers for maximum clarity.  Also, all of the little German bits throw me; I need to play more CK2.
