Prussia actually offered to give me tech in exchange for invading you. I didn't take advantage of it, because I knew the game would be over if France went down, and you're basically all that's keeping them afloat.

That was what I was expecting, I definitely did not expect people to actively help defend it.

Also, a suggested rules modification. The number of armies in a province when the loyalty roll is made should have an effect.

A) Only one Player-controlled Nation remains.
B) One Nation controls 2/3 of all Provinces.
C) Turn 250 (Year 1924.10) ends (normal map).

Sounds hilariously complex. Maybe we should do away with capital capturing altogether.

Not particularly. Currently I believe it's something to the effect of 4+ on a 1d6 and the province stays loyal. If we were to add abonus to the roll equal to the number of armies, it is little extra effort.

Construction happens after movement orders, so no.

Same reason you can't move units over newly build railroads.
