It's also worth mentioning that with France being so massive (it's currently bigger than both the runners up combined. Of course that won't be true by Easter, but I expect it will be the largest nation in the world for a few turns yet.) You can get a free troop capacity point just by signing the trade treaty. Of course you need all 3 to even field troops in Europe (leaving your capital defenseless), but maybe you can perl-harbor me.

Question time:
Can fleets in combat (i.e. entering a aquatory that contains a rival fleet) transport troops?
what is this? Do I have to put a fleet there (if I want passage from Baltic to North)?

No. I don't even have a port, which means I'm a minimum of 2 turns away from using this info one way or the other. (And even if everyone facilitates, the first naval battle won't occur until France's turn.)

BTW,
Come one tntey, nothing remotely affecting you has happened since the last processing. Just mentally add 1 army to each HQ and capital (you'll have 6, which is under the limit, so no uncertainty there) and submit a turn.
I know it says "tntey", but a similar argument holds true for Kashyyk- nothing Arluen does can affect you. You can safely submit a turn in advance.
(you get just the 1 army in the capital, though.)

Treaties can be made at any point during the month, and enter in effect at the end of the month, after RP are allocated.
So, almost certainly yes. I would however suggest that treaties only "end" at the end of turn, before RP is allocated (this prevents exploits by people earlier in the turn order).

are bonuses from techs  in the military section cumulative? (so, does having Advanced Tanks get you a total bonus of 6/3 (1/0 for ES, 2/1 for E/T and 3/2 for AT) or just a total of 3/2? because the former sounds crazy, but that's how all the other techs stack.)
