Can fleets move into coastal regions?
In fact: how do they work? do you need 1 turn to board them and 1 to disembark? Can a fleet load an army and then move? What happens when a fleet carrying passengers loses ships in combat?

Okay, maybe I should have been clearer in the rules.

They can move on sea tiles or tiles with ports. Fleets works like in Diplomacy, that is they don't "load a unit", but if a fleet is on a sea province, an army can move from one province neighboring that sea province to any other neighboring that sea province. Armies can travel over multiple fleets to land further away.



For example here, with a fleet in the Tyrhenian Sea, Pink guy could move one army from 43 to 50. With two fleet, pink could move two armies from 43 to 50. With a fleet in Tyrhenian and a fleet in West Med, he could move an army from 43 to 62.

Do all sea moves take one turn?  For example, let's say I have a port in 38.  I have fleets in the Ionian, Tyrhenian, and the West Mediterranean.  How long would it take an army to get from 38 to 52?

1 full turn. Fleets can be extremely powerful, but then your max army size is 8, 3 fleets would mean investing over a third of your max forces, to move one army per turn.

I believe we agreed to change it after witnessing it's riduculous effectiveness in Fantasy Conquest. However rules changes are obly happening between maps to avoid punishing people for not noticing the loophole.

Ridiculous effectiveness? Honestly, it only happens is you leave your borders undefended as of now.

Yeah, a1s: you cannot go 2 deep inside enemy territory if there is a fight on the first province, because A) You'd need conditional orders, and I don't want those. B) It would make wars too short.

It might make things interesting for those folks with their capital in railroad distance of another capital.

Would the target have to have Improved Railroad as well to do this on an extra-length rail ride?
